    WORLD MARITIME DAY 2024 NAVIGATING THE FUTURE: SAFETY FIRST!

    A message from Arsenio Dominguez Secretary-General, International Maritime Organization

    When we think about safety in maritime, the International Convention for the Safety of Life at Sea (SOLAS) is one of the first things that comes to mind. 2024 marks 50 years since the treaty was adopted. We can be proud of the crucial role this Convention has played in setting international safety standards for ship construction, equipment and operation, preventing maritime disasters and protecting lives.

    But we cannot be complacent.

     This year’s World Maritime Day theme: “Navigating the future: safety first!” calls for collective effort to ensure we keep pace with the ongoing transformation in shipping.

    And at IMO, we must ensure the continued development and implementation of the regulatory regime to prioritize safety as we steer towards tomorrow.

    I encourage all stakeholders to mark this year’s World Maritime Day on 26 September and invite you to join the conversation online using the hashtag #WorldMaritimeDay.

  • TEMASYA SUKAN JABATAN LAUT MALAYSIA KALI KE-10 WILAYAH SABAH 2024

    The 10th Marine Department Malaysia Sports Event, Sabah Region 2024

    KOTA KINABALU, 22 September 2024 – The Opening Ceremony of the Marine Department Malaysia (JLM) Sports Event was officiated by YBrs. Captain Abdul Samad Shaik Osman, Deputy Director General of Marine (Operations), on 20 September 2024 (Friday) at the University Malaysia Sabah (UMS) Stadium.

    The 10th Marine Department Malaysia (JLM) Sports Event, held from 19 to 22 September 2024, was participated by nearly 800 athletes from eight contingents, consisting of representatives from the Marine Department Malaysia Headquarters, JLM Sabah Region, JLM Sarawak Region, JLM Federal Territory of Labuan Region, JLM Northern Region, JLM Eastern Region, JLM Southern Region, and JLM Central Region.

    This biennial JLM Sports Event aims to uncover new talents in sports while strengthening the ties of camaraderie among the staff of the Marine Department Malaysia (JLM).

    A total of 22 events across various categories were contested during the JLM Sports Event, including Golf, Archery, Table Tennis, Snooker, Pool, Bowling, Volleyball, Swimming, Badminton, Athletics, Field Events, E-Sports, Darts, Carrom, Netball, Sepak Takraw, Petanque, and Football. These events were held at the University Malaysia Sabah (UMS), Nexus Golf Resort Karambunai, Hakka Hall Likas, Cupid Champion Penampang, Strike Bowl Sutra Harbour, Sabah Federal Government Administrative Complex, and Likas Sports Arena.

    Secara keseluruhannya, kontinjen JLM Wilayah Sabah sekali lagi telah dinobatkan sebagai juara keseluruhan bagi Temasya Sukan JLM Kali Ke-10 ini dengan 17 Emas, 10 Perak dan 8 Gangsa diikuti dengan Kontinjen Ibu Pejabat Laut Malaysia dengan 9 Emas, 14 Perak dan 12 Gangsa. Turut diberi penganugerahan kepada Tuan Mohd Sharul Bin Mat Ripin daripada JLM Wilayah Utara sebagai Olahrawagan dan Puan Rapija Binti Usul daripada JLM Wilayah Sabah sebagai Olahragawati.

    The closing ceremony of the 10th Department of Marine Malaysia (JLM) Sports Event was officiated by Tn. Norjipin Bin Saidi, Director of the Environmental Security Safety Division (BKSAS), who represented YBrs. Kapten Abdul Samad Shaik Osman, Deputy Director General of Marine (Operations), at the Sipadan 1 Ballroom, Sabah International Convention Center (SICC), Kota Kinabalu, Sabah.

    The 11th JLM Sports Event in 2026 will witness JLM Southern Region as the host. JLM Sabah Region, as the host for this edition of the JLM Sports Event, extends its highest appreciation and gratitude to the Headquarters Marine Contingent and all other regions.

  • BENGKEL CADANGAN PENGUKUHAN SEMULA STRUKTUR ORGANISASI JABATAN LAUT MALAYSIA

    WORKSHOP ON THE PROPOSAL FOR THE REINFORCEMENT OF THE ORGANIZATIONAL STRUCTURE OF THE MALAYSIAN MARITIME DEPARTMENT

    KLANG, 6 Mac 2024 – YBrs. Kapten Mohamad Halim Bin Ahmed, Ketua Pengarah Laut, Jabatan Laut Malaysia (JLM) telah menghadiri dan menyempurnakan perasmian Bengkel Cadangan Pengukuhan Semula Organisasi JLM yang diadakan di Wyndham Acmar Hotel, Klang.

    The workshop, held on 5-6 March 2024, aims to assess, refine, and consider the restructuring of the organization and its staffing. based on the arrangement of functions and roles of sectors, divisions, and units in the Malaysian Maritime Department (JLM) in carrying out the Department's functions and roles.

    In his speech, the Director General of Marine urged the workshop participants to refine the organizational structure to make it more practical in creating a conducive working environment that can stimulate the Department's productivity.

    Taklimat Penstrukturan telah disampaikan oleh En. Saddam Husain Bin Othman, Penolong Setiausaha Kanan, Unit Pembangunan Organisasi, BPSM, MOT.

    On the second day of the workshop, participants reviewed and reassessed the allocation of staffing to ensure it meets the requirements in carrying out the functions of the relevant divisions. Focus was given to the divisions involved with JLM's 'Core Business.' The Proposal for the Reinforcement of the Organizational Structure of JLM is expected to be submitted to the Ministry of Transport (MOT) and subsequently to the Public Service Department (JPA).

    Bengkel selama dua (2) hari ini turut disertai oleh Kapten Abdul Samad Bin Shaik Osman, Timbalan Ketua Pengarah Laut (Operasi), Encik Nordin Bin Mohamadin, Timbalan Ketua Pengarah Laut (Perancangan), Pengarah-Pengarah Bahagian, Ketua-Ketua Unit dan Pegawai Kanan JLM.

    MALAYSIA'S COMMITMENT IN THE 10TH SESSION OF THE SUB-COMMITTEE ON HUMAN ELEMENT, TRAINING AND WATCHKEEPING (HTW10) IMO

    Malaysia secara aktif mengambil bahagian dalam Mesyuarat HTW10, menunjukkan komitmennya yang kuat untuk meningkatkan piawaian maritim. Mesyuarat itu memberi tumpuan kepada perbincangan yang berkaitan dengan Elemen Manusia, Latihan, dan Pengawasan. Delegasi Malaysia terdiri daripada En. Mohd Fairoz Bin Rozali, En. Izzat Baihaqi Bin Abu Bakar, Ts. Dr. Julyus Melvin Mobilik, Ts. Dr. Capt. Manivannan Subramaniam, Capt. Kenneth Khoo, Associate Professor Dr. Md Redzuan Zoolfakar, and Mr. Mohd Faisol Saad. Meanwhile, the hybrid delegation present included Mr. Mohd Nurrul Faiz Mohd Taib, Ms. Nur Farahin Mohd Zaid, and Capt. Khalid Mohamad.

    Malaysia's presence at the meeting demonstrates its determination to advance the technical aspects of the maritime industry. The discussions focused on the comprehensive review of the STCW Convention and Code to address emerging challenges and technological advancements. This aligns with Malaysia's strategic goal to enhance the global capabilities of seafarers. The meeting also considered the provision of separate training for seafarers working on vessels using alternative fuels, such as batteries. The importance of providing adequate training and education to enable seafarers to adapt to alternative fuels was emphasized. They highlighted the need to develop new courses and certification programs to equip seafarers with the necessary skills and knowledge. Additionally, the delegation representatives proposed the establishment of a global database to monitor and evaluate seafarers' training and certification related to alternative fuels. This would contribute to better monitoring of seafarers' preparedness for challenges related to working on such vessels.

    Malaysia's active participation in the HTW10 Meeting reflects its desire to shape international standards, adopt best practices, and establish itself as a responsible and knowledgeable participant in the maritime industry. By staying at the forefront of quality training developments, Malaysia demonstrates its commitment to excellence. Furthermore, this participation highlights Malaysia's willingness to collaborate with other countries to align its practices with the latest global standards. It also reflects Malaysia's proactive approach in shaping the future of maritime regulations and underscores its determination to maintain the highest standards of safety, efficiency, and innovation in the maritime sector.

  • LAWATAN TEKNIKAL OLEH WAKIL UNITED NATIONS ECONOMIC AND SOCIAL COMMISSION FOR ASIA AND THE PACIFIC (UNESCAP) KE IBU PEJABAT LAUT, JABATAN LAUT MALAYSIA

    TECHNICAL VISIT BY REPRESENTATIVES OF THE UNITED NATIONS ECONOMIC AND SOCIAL COMMISSION FOR ASIA AND THE PACIFIC (UNESCAP) TO THE MARINE HEADQUARTERS, MALAYSIAN MARITIME DEPARTMENT

    Port Klang – YBhg. Captain Abdul Samad Bin Shaik Osman, Deputy Director General (Operations), Malaysian Maritime Department (JLM), received a visit and technical tour by representatives from UNESCAP, Mr. Fedor Komitlitsyn, Mr. Sooyeob Kim, and Commander Ang Chin Hup. The technical visit to JLM aimed to share information regarding the roles and projects undertaken by UNESCAP, particularly in the autonomous shipping project.

    YBrs. Captain Abdul Samad also expressed JLM's willingness to collaborate with UNESCAP to implement pilot projects that could be carried out in the future. The UNESCAP representatives were also taken on a tour of the VTS Klang control center and the Dius Api Tower to observe the operations of the VTS, which monitors and oversees the safety of navigation in the Strait of Malacca, one of the busiest shipping routes. Nearly 80,000 vessels pass through the Strait of Malacca every year, with supervision provided by the personnel at the VTS Klang control center.

    Also present were the Directors of Divisions, Heads of Units, and officers from the Marine Headquarters of JLM.

  • MAJLIS PERHIMPUNAN BULANAN, TAKLIMAT PEMANTAPAN TATAKELOLA MENANGANI RASUAH & KETIRISAN DAN IKRAR BEBAS RASUAH JABATAN LAUT MALAYSIA

    MONTHLY ASSEMBLY CEREMONY, GOVERNANCE ENHANCEMENT BRIEFING ON ADDRESSING CORRUPTION AND LEAKAGES, AND ANTI-CORRUPTION PLEDGE OF THE MARINE DEPARTMENT MALAYSIA

    PORT KLANG, 5 February 2024 – The Monthly Assembly Ceremony, Governance Enhancement Briefing on Addressing Corruption and Leakages, and Anti-Corruption Pledge of the Marine Department Malaysia was held at the Auditorium Hall, Level 5, Menara Dius Api, Marine Headquarters, Marine Department Malaysia (JLM). The event was organised by the Human Resource Management Unit (UPSM) in collaboration with the Integrity Unit (UI) of the Marine Headquarters.

    Pada Majlis Perhimpunan Bulanan, YBrs. Kapten Mohamad Halim Bin Ahmed, Ketua Pengarah Laut, menggesa warga kerja JLM untuk terus meningkatkan mutu kerja dan memberi perkhidmatan terbaik kepada pemegang taruh selaras dengan hasrat kerajaan. Pada majlis sama, Ketua Pengarah Laut telah menyampaikan Sijil Penghargaan kepada Unit Pengurusan Kewangan dan Akaun Amanah (UPKAA) dan Kumpulan Wang Pusat Perdagangan Laut (KWPPL) atas Pencapaian 100% Pembayaran Bil dan Tuntutan Dalam Tempoh Tujuh (7) Hari Sepanjang Tahun 2023. Ketua Pengarah Laut turut mengucapkan tahniah atas kejayaan JLM memperolehi Pensijilan Information Security Management System ISO/IEC 27001:2013 (ISMS).

    Usai Majlis Perhimpunan Bulanan, majlis diteruskan dengan Taklimat Pemantapan Tatakelola Menangani Rasuah & Ketirisan yang disampaikan oleh Encik Rosmadi Bin Kasim, Penolong Pesuruhjaya Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) Negeri Selangor.

    Lafaz Ikrar Bebas Rasuah juga telah dizahirkan oleh warga kerja JLM yang diketuai oleh Ketua Pengarah Laut diikuti Majlis Menandatangani Ikrar Bebas Rasuah (IBR) yang disaksikan oleh YBhg. Timbalan Pesuruhjaya Dato’ Haji Alias Bin Salim, Pengarah SPRM Negeri Selangor. Lafaz Ikrar dan tandatangan Ikrar Bebas Rasuah ini merupakan bukti warga JLM komited dalam memerangi rasuah.

    In his speech, the Director General of Marine urged the staff of the Marine Department Malaysia (JLM) to adopt the principles of trust and integrity as the main foundation in fulfilling their responsibilities with good governance and management, in line with the vision of Malaysia Madani.

    Also present at the event were the Senior Management of the Marine Department Malaysia (JLM), Directors of Divisions and Regions, Members of the Board of Directors of the Dius Api Board (LDA), Members of the Committee of the Central Mercantile Marine Fund (CMMF), and the entire staff of JLM.

    KUNJUNGAN YB TIMBALAN MENTERI PENGANGKUTAN KE MV SABIK JABATAN LAUT MALAYSIA W.P. LABUAN

    YB Datuk Haji Hasbi Bin Haji Habibollah, Timbalan Menteri Pengangkutan Malaysia, telah berkunjung dan menaiki bot katamaran MV Sabik milik Jabatan Laut Malaysia W.P Labuan bersama delegasi Ketua Pengarah Jabatan Pengangkutan Jalan (JPJ), Pengarah JPJ Sarawak. YB Timbalan Menteri Pengangkutan Malaysia bersama delegasi berkesempatan merasai pelayaran bersama MV Sabik bermula dari Terminal Pejabat Laut Limbang untuk melawat kawasan dan meninjau aktiviti penduduk setempat di sungai dan laut serta beberapa projek yang sedang dalam perancangan untuk pembangunan Parlimen Limbang. YB Timbalan Menteri Pengangkutan Malaysia dan delegasi turut dibawa melawat pelampung pandu dibawah seliaan Lembaga Boya dan Api Sarawak.

    Turut hadir mengiringi YB Timbalan Menteri Pengangkutan Malaysia dan delegasi ialah En. Mohd Hisham Bin Rubani, Ketua Penolong Pengarah Kanan Bahagian Operasi Maritim, Ibu Pejabat Laut, En. Ahmad Zawawi Bin Saharuddin, Timbalan Pengarah Jabatan Laut Malaysia W.P. Labuan, En. Syahrizan Bin Jili, Ketua Penolong Pengarah Bahagian Sarawak Timur, serta pegawai Jabatan Laut Malaysia.

    Terlebih dahulu Jabatan Laut Malaysia Wilayah Sarawak, Bahagian Timur, Limbang bersama Jabatan Laut Malaysia W.P. Labuan telah melaksanakan operasi bersama bagi Kempen Keselamatan Bot dan Feri Penumpang di perairan Limbang untuk memastikan pemilik lesen bot dan feri penumpang mematuhi peraturan dan keperluan keselamatan yang telah ditetapkan oleh Jabatan Laut Malaysia.

    PROGRAM WALK WITH KETUA PENGARAH LAUT

    PELABUHAN KLANG, 1 Februari 2024 – Unit Pengurusan Sumber Manusia (UPSM), Ibu Pejabat Laut dengan kerjasama Kelab Sukan dan Kebajikan Ibu Pejabat Laut (KSKIPL) telah menganjurkan Program Walk with Ketua Pengarah Laut.

    Program ini merupakan salah satu aspirasi daripada YBrs. Kapten Mohamad Halim Bin Ahmed, Ketua Pengarah Laut, Jabatan Laut Malaysia selaras dengan Teras 1 Agenda Nasional Malaysia Sihat untuk mempromosi pembudayaan hidup sihat secara bersepadu dan meluas demi kesejahteraan mental dan fizikal warga kerja Ibu Pejabat Laut.

    Ketua Pengarah Laut turut mengambil bahagian dalam aktiviti berjalan kaki ini sejauh 1 kilometer. Menurut beliau, program ini dianjurkan bagi menggalakkan warga kerja Jabatan Laut Malaysia khususnya golongan yang kurang aktif dalam melakukan aktiviti fizikal untuk menjadi lebih cergas, bagi menjamin kesihatan mental dan fizikal yang baik.
