Introduction

Before the establishment of the Malaysian Marine Department, the Marine Department consisted of 3 Departments, namely the Peninsular Malaysia Marine Department, the Sabah Marine Department and the Sarawak Marine Department which had different Heads of Service.

On 1 January 2011, the Peninsular Malaysia Marine Department merged with the Sabah Marine Department and the Sarawak Marine Department and became known as Malaysia Marine Department under the first Director General of Marine, Malaysian Marine Department, YBhg. Dato' Captain Haji Ahmad Bin Othman.

The Marine Department is a government department under Ministry of Transport Malaysia which administers shipping, port and maritime affairs in Malaysian waters.

QUALIFICATION

To verify the eligibility to sit for the examination within 1 week from the date the application is received.

AUDIT MANAGEMENT

Implement an auditing process on ship management companies in accordance with the Ship Management System adopted during the period 3 months from the date the audit application is approved until the last audit is fully closed.

ISSUANCE OF SHIP CERTIFICATION

Process and issue the certificate within 7 working days after the complete application is received.

Lighthouse

Ensure lighthouse availability at least 99% to support navigation safety.

Beacon

Ensure availability of beacons at least 98% as the main guide for the navigation route.

Lighted Pilot Buoys

Ensure availability of at least 97% illuminated pilot buoys on critical paths.

Ship Registration

Process and issue the Ship Registration Certificate within the period 3 working days after the complete application is received.

Marine Department Quality Policy

The Malaysian Marine Department is determined to provide quality maritime transport services by meeting regulatory and legal requirements to achieve customer satisfaction and achieve continuous improvement of the quality management system.

Quality Objectives

In implementing the quality policy, JLM emphasizes on meeting all stakeholders' needs and ensuring continuous improvement in the effectiveness of the quality management system. JLM sets quality objectives that are appropriate to the scope of implementation MS ISO 9001:2015. These objectives are set and discussed annually in management review meetings.

Maritime Industrial Control Division

  • To conduct at least 6 certificate of competency examinations a year for each grade.
  • To verify the eligibility to sit for the examination within 1 week from the date the application is received.
  • To issue certificate of competency within fourteen working days from the date of receipt of application.
  • To issue certificate of recognition within a day from the date of receipt of application.

Ship Registry Division

  • Ship Registration: Process and issue the Ship Registration Certificate within 3 working days after the complete application is received.

Maritime Operation Division

  • Ensuring the work hydrographic survey carried out 100% comply with the planning according to the annual survey schedule.
  • Ensure fleet readiness The department is always at a minimum level of availability. 75%.

Financial Management & Trust Account Unit (UPKAA)

Ensuring the effectiveness of navigational aids (availability / reliability) according to the guide International Association of Lighthouse Authorities (IALA):

  • Category 1 – Lighthouse: Availability at least 99%.
  • Category 2 – Beacon signs: Availability at least 98%.
  • Category 3 – Illuminated pilot buoys: Availability at least 97%.

Maritime Transport Training Institute (MATRAIN)

Courses Handling

  • To conduct at least 80% of the scheduled courses.

Participant Evaluation & Satisfaction

Achieved an average assessment score not less than 7.5 on a scale of 1 to 10 for:

  • Course implementation achievements.
  • Food/drink preparation.
  • Dormitory preparation.
  • Training facilities.
  • Achievements of course speakers.

Support & Management

  • Payment management is made within 14 working days.
  • Achieved 85% customer satisfaction level.
  • Take action on complaints within the period 14 working days.
  • The performance evaluation of external providers reaches a level of at least 3 (satisfactory) and above.
  • Each stock is recorded in a period 2 weeks from the date of confirmation of receipt.
  • Password registration/maintenance is carried out within the period 2 days after the complete application is received.
